Users have complained for months that Public Folder Favorites were not being cached in Outlook 2016, even though caching Public Folder Favorites was enabled in Account Settings, More Settings. This also affected the ability to search public folders: because the items weren't cached, Outlook wasn't indexing the folder contents. Search only worked if you unchecked the Download shared folders option which switched the folders to online mode, where items were indexed by the server. I'm having an issue where a public folder has been added to favorites for ease. Individual emails that come in or are stored in these folders are synching, but when I try to move, rename, or delete folders, changes do not sync to the Favorited version. I am trying to clean up this public folder, but if I move things around in teh public version, I have to delete it from my favorites and re-add in for the changes to reflect. You could try to configure it as a 'Microsoft Exchange' account (directly in Mail.app or in Mountain Lion via System prefs -> Mail, Contacts & Calendar). I've once heard, that Microsoft doesn't support the Exchange sync on Desktop operating systems, but I don't know if this is actually true. May 08, 2017 Upgraded to MS Office 2016 (now at v15.18) on my 17' MacBook Pro and installed the latest service pack as recommended for Exchange 2010 to work with this Outlook upgrade. Outlook for Mac, which uses EWS, seems to choke hard when a folder within a mailbox gets too many individual items in them, especially Inbox. Outlook 2011 was downright terrible, I saw it happen with as few as 1000-2000. Outlook 2016 is significantly better, but I have seen it do sort of the same thing when it starts to encroach 5000+. Having an overall large total mailbox size just exacerbates this issue further. (We preach best practices to our clients, but we all know how well 'those' users adhere to such advice.) OP should have the user log into OWA and see how many items the Inbox has, and assist in trashing/organizing mail accordingly. Or just make the user do it on their own. Whichever fits their relationship, I guess.
